Years of abuse, by one conqueror after another, and home-grown despots has left the land deforested and its people largely incapable of supporting themselves. In the modern era Jean-Claude (Baby Doc) Duvalier took the first step toward disaster by signing an agreement with the International Monetary Fund (IMF) in 1984, and after draining the country of what riches it had, he was overthrown by a popular rebellion two years later.
